It has, to cut to the chase, two interesting tidbits...

"The term “family” is used to include all the people who play a role in a child’s life and interact with a child’s early childhood program or school. This may include fathers, mothers, grandparents, foster parents, formal and informal guardians, and siblings, among others"

'I now pronounce you husband and wife.' Of course, their peer-aged partner, their undocumented nanny, and any friend they grab also fits this definition - as they should. It's a beautiful mix of "family of choice" and "family you got" that reflects social connection.

But, hey. The government acknowledges you. 'n they're taking an emotional and behavioral health partnership approach... so if you're doing what you're supposed to, you have absolute centrality. ;)

The second interesting thing...

"7. Build families’ capabilities and connections. Provide opportunities for families to build their knowledge and skills and engage in shared learning with other families on governance or organizational family
leadership and advocacy;fostering children’s development, learning and wellness; and other topics of interest. Ensure families are connected to each other for peer support and social capital, and to services in the community as needed."

...is the socialist overthrow of the government of the United States. IMO, this is not at all a bad thing...

This is kind of interesting; given the Fourth International's position on age of consent (or the USSR or socalt or cpgb or...), the kerfluffle on the road to Fresno is basically a party purge - any member of any communist or socialist party (or the pirate party, or the fsf, or a few others) is excluded from education. The newspaper USA today then followed this political purge with a class purge which leaves teachers who beat or humiliate students in the classroom just fine, while people with nonconformist private lives are purged...

We may wish to promptly partner with the US government in staging the socialist overthrow of the government of the United States of America.

There are some decent means to do so. Socialism has captured a massive amount of both the US and world economies, and tends to outcompete(1) by about 300%. A simple shift to mutual insurance, credit unions, and cooperatives in one's passive economic activity - and encouraging others to do the same - could accelerate the shift. Credit unions didn't crash your economy and ask for bailouts.

There's a formal socialist party with a history of sticking up for us in the US. Anarchist-socialist tradition is wary of party politics, and rightfully so, but it is also wise to be wary of less-friendly parties, so...

Last but not least, there's the overthrow the government proposed : the direct displacement of the former regime by the people that actually live here. That paragraph in the DHHS/DoE document gives a pretty good overview. Build community, get people together, directly govern. For the workplace, there's always the borderline-anarchosyndicalist organization, the wobblies.

Ladies, gentlemen, and non-binary individuals assembled... we have been asleep for a long time. Perhaps it is time to 'turn on.' Much is going on around us - perhaps we should tune in, keeping an ear open for ideas which place power back in the hands of the people that live there, and which argue against class and prejudice. Perhaps it is time to drop out of what does not work, and build that which does.

Ladies, gentlemen, and nonbinary types, I propose to you that we have a direct class interest in the socialist overthrow of the unlawful government of the United States. Perhaps it is time...

...in either case, it is certainly what's going on now.
