Minors are viewd collectivley

One death of a woman by motor vehicle, one death by weapon of an elderly man; these seem to be treated as one off as in only one victim per each. But is it that society and the law view any act against a minor, as an act against all minors? So the 'crime' is vastly outweighed by the punishment. Minors appear to be considered as a group not as individuals, so an event affecting one is treated under the law as affecting all.
