Please point me to a study on CP that proves your point, if you'd like I can point you toward sources that tell of the "underwhelmingness" of CP.

We could probably both provide evidence but I think it is down to what one chooses to believe as corroboration for our beliefs more than anything. A few smiling kids in some material might provide the evidence for some that it is not abuse for example but ignoring the many more that do not show such involvement. I presume the reasons why the authorities will not be more open about actual numbers and abuse is because they fear it will likely do more to encourage such viewing. As in many other cases of horrific behaviour people are often simply drawn to watch - examples, executions in earlier times and the fascination for all such similar things on the Internet. As I've said before I don't go to many of the areas likely to be used for sharing such material but I do know they exist.
