Hillary was the one who was ultimately responsible for negotiating with the Iraqi government to let us keep some forces there. ISIS would never have gotten off the ground if we'd been there.

Then there's the whole "Pivot to the Pacific" strategy along with the "Russian Reset" she advocated and led in Obama's first term, which basically abandoned Europe to Russian aggression since Russia obviously had no interest in resetting anything, and viewed the whole thing as severe American weakness, which we are now proving definitively in Syria for the whole world (especially Russia) to see.

Obama is certainly responsible for a lot of foreign relations disasters, and Kerry has not been that effective as Secretary of State either, but Obama's first term foreign policy was pretty much all Hillary since Obama was a complete lightweight (and still is).
