Society will only accommodate that love in a non sexual relationship ( brotherly, fatherly). Sexual romantic love will not be risked even to the extent of causing worse harm (but somehow more palitable) by involving criminal punishment or worse, allowing CPS to enter the family.

I want to be positive but the societal accommodation you seek does not seem possible.
