What has atheism got to do with the issue? Basic morality might extend to the decent treatment of corpses regardless of any religious aspects.

And thaaaaat is the problem. There is no "regardless of religious aspects". Special treatment of corpses is always a religious ritual. There's no non-religious reason not to give away or sell a corpse as edible meat, for anatomy study, to necrophile pimping, or just throw in a dumpster like the leftovers from a pizza. Oh, it might be some of a health risk to leave them unattended on the streets, but properly dismembered and put inside plastic bags, it would all be very sanitary. The human corpse is just inert dead flesh, which unless you believe subject to a religious regulation, could perfectly be treated in any of the ways we'd treat other inert stuff.
