Medical question

Since I see that many people now talk about topics related to medicine, I would like someone to answer my question.

It's about my LGF. She is 13 yo and she has a medical condition called leukopenia (sp?) for two years now. Her white blood cell count is very low, and, as I understood it, her immune system is pretty weak. She also gets ill pretty often. The health care here in Serbia (and especially in the city where she lives) is just awful. Doctors don't want to admit her in most of the hospitals, they only prescribe some medications which were supposed to increase the white blood cell count. None of them helped. She went to the biggest and most modern hospital in Serbia (it's primaraly a military hospital, btw), and they said that she should be admitted, but they cannot admit her since she needs to be 16 or older.
Now, I really don't have much knowledge about medicine, but there is some unit for measurement of white blood cells, and, IIRC, the lowest acceptable level is 4 (or 4000), and her blood tests always give numbers in range 1.8 - 2.5 (or 1800 - 2500, not sure). She also suffered from anemia when she was a small child.
If it means anything, she is pretty short for her age, hasn't started her period yet, and is generally physically undeveloped.

So, any doctors around here? Anyone who can say is the situation dangerous, and perhaps what could have caused it?
