I'd like to know your criteria for "certification"

But otherwise (with no intention of shooting down your ideas), my opinion is that it would be better to remove the penalty for consenting partners of any age, period. The criteria for consent needs careful consideration given to every single unique relationship and its context. Really it's the catch-all approach that causes all of the problems with the integration of minor-attracted people into society... and I'm not sure a different catch-all approach would prevent any more rape and exploitation, with those predisposed to anti-social ways continuing to seek those ways outside of your proposed structure.

Generally, it needs to be WAY MORE OBVIOUS to concerned others whether a relationship that's happening with a child is a positive or negative influence... and I claim that the simplest (and perhaps only) way to do that is to remove the barriers to understanding that come with our discriminatory laws (and resulting attitudes) of today.

Age itself, in a vacuum, is a totally arbitrary way to discriminate practically anything.

Instead, we need to recognize that positive, meaningful age-disparate relationships DO HAPPEN... just as they do with any distribution of practically any attribute... and RELAX our condemnatory knee-jerk reactions, allowing those relationships to be free-flowing, open to observation, and appreciated for what they truly are.

When that happens... it will be glaringly obvious who's getting raped and who's not.
